WebSearch tool returns empty results

Bug Description

The WebSearch tool is returning empty results ([]) for all search queries.

Steps to Reproduce

1. Use the WebSearch tool with any query
2. Observe web_search_prime_result_summary returns {"text": []}

Expected Behavior

Should return search results with URLs and content.

Actual Behavior

All searches return empty arrays regardless of query.

Environment

• Platform: Windows 11
• Model: claude-opus-4.6
