[BUG] Bypass permissions option is grayed out on Max plan (Claude Desktop)

What's Wrong?

I'm on the Max plan and using Claude Code through the Claude Desktop app on Windows 11. The "Bypass permissions" option in the permission mode dropdown is grayed out and cannot be selected.

Environment:

Plan: Max
App: Claude Desktop (not CLI)
OS: Windows 11 Pro (10.0.26200)
Duration: ~1 week
Steps to reproduce:

Open Claude Desktop app
Open Claude Code
Click the permission mode dropdown
"Bypass permissions" appears but is grayed out / not clickable
Expected behavior: As a Max plan user, I should be able to select "Bypass permissions" mode.

What I've tried:

Restarting the computer multiple times
Closing and reopening the app

What Should Happen?

bypass all permision
