[Bug] Add token usage tracking and rate limit management for CLI

Bug Description
I'm hitting my limits with just a few prompts. This is ridiculous how fast it burns through... I am at the verge of switching, but I have been a Pro user for over a year, and I love the work that Anthropic is putting into code. Would love to know if there is a way to fix these issues
