Doesnt seem like new session resets usage limits correctly.

Bug Description
it doesnt seem like my new 5hr session limit started off properly. my previous session i never hit the limit, and when the new 5hr window came, i hit the new 6pm limits within 10-15 mins which isnt realistic at all, where i was mostly doing same tasks as earlier(using xcode mcp to test an ios app using the simulator).
