[BUG] /memory UI shows "/dream to run" hint when dream feature is not enabled

What's Wrong?

• /memory selector shows "Auto-dream: on · /dream to run"
• Running /dream returns "Unknown skill"
• The hint text in MemoryFileSelector isn't gated on the KAIROS/KAIROS_DREAM feature flags

What Should Happen?

/memory selector shouldnt show Auto-dream
