[BUG] DISABLE_TELEMETRY=1 break Remote Control

What's Wrong?

in a windows machine login claude with the same user (oauth login no api key) in windows and wsl. in windows i cant use remote control but in wsl it works like a charm. i have a premium seat of a team plan

after many hours debugging the issue is with a env var: DISABLE_TELEMETRY=1. It shouldn't break Remote Control registration

What Should Happen?

I should be able to remote control with any DISABLE_TELEMETRY env variable set
