Problem Statement

Many users prefer to interact with Claude Code in Chinese. Currently, all CLI output (status messages, help text, prompts, confirmation dialogs, error messages) is in English, which creates a language barrier for Chinese-speaking users. When Claude Code asks "Allow? [y/N]", many users don't understand what it means and don't know whether to press yes or no.
