[BUG] CLI completely unusable - "API Error: Rate limit reached" on every command despite subscription usage not exhausted
Preflight Checklist
- [x] I have searched existing issues and this hasn't been reported yet
- [x] This is a single bug report (please file separate reports for different bugs)
- [x] I am using the latest version of Claude Code
What's Wrong?
CLI returns "API Error: Rate limit reached" on every single command for 2+ days,
making it completely unusable.
- Subscription plan (no API key, never used API)
- Normal usage limit NOT exhausted per dashboard
- Error message mentions extra usage spend limit, but I haven't exceeded normal limits
- Persists through 100+ logout/login cycles
- Every command fails instantly, no partial functionality
This appears to be a stuck billing state server-side. Requesting manual account reset.
Version: 2.1.87 (Claude Code)
Platform: Manjaro Linux
What Should Happen?
Claude Code CLI should work normally within subscription limits. Commands should execute without error when normal usage is not exhausted.
