[BUG] CLI completely unusable - "API Error: Rate limit reached" on every command despite subscription usage not exhausted

What's Wrong?

CLI returns "API Error: Rate limit reached" on every single command for 2+ days,
making it completely unusable.

  • Subscription plan (no API key, never used API)
  • Normal usage limit NOT exhausted per dashboard
  • Error message mentions extra usage spend limit, but I haven't exceeded normal limits
  • Persists through 100+ logout/login cycles
  • Every command fails instantly, no partial functionality

This appears to be a stuck billing state server-side. Requesting manual account reset.

Version: 2.1.87 (Claude Code)
Platform: Manjaro Linux

What Should Happen?

Claude Code CLI should work normally within subscription limits. Commands should execute without error when normal usage is not exhausted.

You've hit your extra usage spend limit ∙ Your limit resets Tuesday at 11:00 AM

Steps to Reproduce

Log in to Claude Code CLI with a Pro/Max subscription (no API key)
Run any command
Immediately receive "API Error: Rate limit reached" / extra usage spend limit error

Error persists across 100+ logout/login cycles and multiple days.
