[BUG] Rate limit error on Max plan with 0% usage. Persists after full reinstall, affects one device only

What's Wrong?
- Max plan, upgraded from Pro today
- 0% usage shown in dashboard
- Error: "API Error: Rate limit reached"
- Affects laptop only (desktop works fine, same account)
- Persists across: full reinstall, credential wipe, different networks, mobile hotspot
- AI support chat was unable to help
What Should Happen?
Should be able to use my account on laptop just as I am on desktop. This is a new issue on the laptop.

Steps to Reproduce
- Have an active Claude Max plan subscription
- Install Claude Code on a second device (laptop) and log in with the same account
- Open Claude Code and send any message
- Receive "API Error: Rate limit reached" immediately despite 0% usage shown in dashboard
Note: This issue cannot be reproduced by others. It is account/device specific. The error persists after: full CLI uninstall and reinstall, deletion of ~/.claude config folder, VSCode extension uninstall and reinstall, full system reboot, and switching to a mobile hotspot (different IP). The same account works without issue on a second device (desktop) on the same network.
