[Feature Request] Token limit dialog should account for token reset timing

Bug Description
When I run out of tokens I just put my laptop to sleep. When I reopen it, it's asking me for should I stop and wait or should I buy more but by the time I've reopened, my tokens have reset. Message needs to be aware of whether or not I should have tokens based on time.
