[BUG] Claude Cowork #33120

What's Wrong?
Cowork displays 'API Error: Rate limit reached' immediately on every action. Chat mode and Claude Code CLI work perfectly on the same account. Usage is well under quota. This matches the account-level bug reported in #33120 (now locked).
Environment:
- Claude Desktop v1.1.7714
- Windows 11 Pro 25H2 (Build 26200.8037)
- Pro plan
Symptoms:
- Cowork shows 'API Error: Rate limit reached' on every action
- Chat mode works perfectly on the same account
- Usage is well under quota
- Issue is account-specific and persists across all restarts
What I've tried:
- Sign out / sign back in — no change
- Enabled Hyper-V (was disabled — this fixed a prior IsGuestConnected timeout)
- Submitted support ticket — Fin claimed to process a reset (Conv ID: 215473576935003)
- Escalation email sent March 21 — no human response after 2 days
- Rate limit error persists through all of the above
Impact:
Active project completely blocked. Cowork is non-functional on a paid Pro plan with no ETA on resolution from support.
Requesting server-side account-level rate limit reset. Happy to provide logs or additional diagnostics.
What Should Happen?
Cowork should connect and process tasks normally, as Chat mode does on the same account.

Steps to Reproduce
- Open Claude Desktop v1.1.7714 on Windows 11 Pro 25H2
- Click the Cowork tab
- Enter any task (e.g. "Summarize what we have completed")
- Error appears immediately: "API Error: Rate limit reached"
- Retry — same error every time
Note: Chat tab works perfectly on the same account
