Error Messages/Logs

- Claude Code v2.1.80, Windows 11, bun 런타임
  - 텔레그램 플러그인 v0.0.1
  - 보내기(reply)는 작동하지만 받기(notification)가 안 됨
  - 독립 테스트 스크립트에서는 봇이 메시지를 정상 수신함
  - notifications/claude/channel notification이 Claude Code에 도달하지 않음

Steps to Reproduce

• 봇 토큰 유효 확인
• 접근 정책 정상 확인
• 봇 polling 정상 수신 확인 (테스트 스크립트로 검증)
• 방화벽 제외
• 플러그인 재로드 여러 차례
• 세션 재시작 여러 차례
