Voice mode enabled on startup but non-functional until toggled

What's Wrong?
Voice mode persists as "enabled" across sessions, but on a new instance it doesn't actually work. Pressing Space to record does nothing. Running /voice to disable then /voice again to enable fixes it for that
session.
What Should Happen?
If voice mode is enabled, it should be fully functional immediately on launch without needing to toggle

Steps to Reproduce
Steps to reproduce:
- Enable voice mode with /voice
- Close Claude Code
- Open a new instance — voice mode shows as enabled
- Try to use voice (hold Space) — nothing happens
- Run /voice (disables), then /voice again (enables) — now it works
