[FEATURE] Dispatch for Claude CLI

Problem Statement

I often have needs and use cases for using something like dispatch but I am a Linux user. Also since I am a SE I feel more comfortable with the CLI.

Proposed Solution

Create dispatch for the CLI

Alternative Solutions

Remote Control for everyone, I have a Max sub but I don't have it yet.
An official desktop app for Linux
