[Feature Request] Notify agent of permission errors before tool invocation and suggest alternative tools

✱Feature Description *
claude code frequently runs into permission issues with basic tool calls like reading, finding and editing files. Usually, because it defaults to use chained bash commands instead of regular tools. maybe it would be better to notify the agent of a permission call with the option to choose another tool before the tool gets invoked.
