[FEATURE] notify on usage clock reset

Problem Statement

Let's say I have exhausted my resource for any given windows (few hours, weekly, monthly). And the clock resets in 2 hours 3 minutes, or 5 days, or something like that. Now I need to set a reminder and manage them myself.

Proposed Solution

When the clock resets, and if the user previously exhausted / nearly exhausted his quota, and he is desktop, send him a notification saying his quota has been refilled.

Alternative Solutions

Tracking manually.
