[BUG] CC using API credits while on Pro plan without prompting

I had $20 in unused API credits before getting the Pro plan. I use CC and frequently get the "you've hit the limit, come back later" messages. However, I never once received a prompt to continue using CC using API credits as the docs suggest will happen.
To maintain usage strictly within your Pro or Max Plan allocation: Decline the API credit option when presented
Steps to Reproduce
- Have API credits
- Have Pro plan
- Watch API credits being used without prompting/permission
Expected Behavior
If I am logged in as a Pro user my API credits will not be used without prompting
Actual Behavior
My account was slowly and somewhat randomly using API credits

The API token used for Claude Code is unused anywhere else, and align perfectly when Claude Code was in use. It's almost as if it's not using the tokens when the Pro plan limit is reached, but randomly deciding some messages should use the API credits? Let me know if there's any way I can help track this down (sending logs, etc).
