[BUG] web search goes without asking for permission

Environment

• Claude CLI version: 1.0.51 (Claude Code)
• Operating System: macos 15.5
• Terminal: wezterm

Bug Description

Steps to Reproduce

I cloned the repo:
https://github.com/iancoleman/bip39
I launched claude (without any flags)
I prompted it:
Is it possible to implement functionality of this project in nushell?

And it started using search without asking for any permission.

Expected Behavior

I expect to claude to ask first before using web search.

Actual Behavior

It started searching by itself
