[BUG] If default perm mode == plan mode then it breaks the accept all first option

What's Wrong?

When the default permission is plan mode and you select the first option to clear context and switch to accept all it instead stay in plan mode and reports an error.

What Should Happen?

When the default permission is plan mode and you select the first option to clear context and switch to accept all it should clear the context and switch the current permission mode to accept-all from plan mode.

Steps to Reproduce

Switch the permission mode to plan mode.
Make a plan.
Try to accept the first option.
it will stay in plan mode.
