/usage and /stats commands show 'only available for subscription plan' on Max 5 plan

Bug Description

Both /usage and /stats commands in Claude Code display a message saying usage information is "only available for subscription plan" and then immediately dismiss the dialog, even though I am on a Max 5 subscription plan.

Steps to Reproduce

1. Be on a Claude Max 5 subscription plan
2. Open Claude Code CLI
3. Run /usage — see "Status dialog dismissed", no usage info shown
4. Run /stats — see "Stats dialog dismissed", no stats info shown

Expected Behavior

Both commands should display usage/stats information for Max subscribers. At minimum, /stats should show usage patterns as documented.

Actual Behavior

Both commands immediately dismiss with no useful information displayed, suggesting the subscription plan is not being detected correctly.
