[Bug] Anthropic API Error: Rate limit reached despite Max plan subscription

Bug Description
It says I have an API Error: Rate limit reached. I haven't used claude code since last night. It doesn't work on my CLI, or my desktop app. I can still use claude, but not claude code. I tried changing models, that didn't help. I am on the Max 20X plan.
