[Bug] Shift+Down agent switch sends auto-generated message unintentionally

Bug Description
Switching team agent via Shift+Down and then pressing "Enter" always sends the claude-generated "proposed message" (like "Keep going") in addition to switching the active agent. This means that the agent is receiving a message although I just wanted to start observing it.
