Release notes flash too briefly on startup to be readable

Description
When Claude Code starts up, release notes are displayed for less than a second before disappearing. This is too fast for anyone to actually read, making the feature more annoying than useful — it signals "there's something new" but vanishes before you can process it.
Current behavior
Release notes appear briefly on startup and are immediately pushed off screen once the session loads.
Expected behavior
Either:
- Display release notes long enough to read (e.g., "press any key to dismiss")
- Don't show them at all on startup (users can use
/release-noteswhen they want) - Keep them visible/scrollable in the initial session output
Workaround
/release-notes works to read them after the fact, but the brief flash is still a frustrating UX.
