[Feature Request] Add conversational "Discuss" mode to enable brainstorming without auto-generating plans or code changes

Bug Description
Need a new "Discuss" or "Brainstorm" mode.
I am constantly fighting Claude Code to allow discussions as opposed to constantly having it either generate a 10 page plan vs. going in and immediately making changes. I want to discuss and/or brainstorm BEFORE we dive into full-on planning OR I want to discuss something simple for which I do not want Claude Code to generate a 10 page plan for that I then have to read and make changes to.
