[FEATURE] new github settings for claude code

Problem Statement

we lose work because claude does not follow the claude.md github settings that we add

Proposed Solution

add a set of settings so that claude code always creates a github issue when a bug is reported, when fixing a issue creates a pr, when merging pr always validates and does not replace files that could break the project
