/config tab: keyboard navigation (Tab/Arrow keys) not working within config panel

Description

When opening /config, the tab bar allows switching between Status, Config, and Usage panels using Tab and arrow keys. However, keyboard navigation (Tab/Arrow keys) does not work within the Config panel itself, while it works fine in Status and Usage panels.

Steps to Reproduce

1. Run /config (or /settings)
2. Use Tab or arrow keys to switch to the "Status" tab → keyboard navigation works
3. Switch to the "Usage" tab → keyboard navigation works
4. Switch to the "Config" tab → keyboard navigation stops working within the panel

Expected Behavior

Keyboard navigation (Tab/Arrow keys) should work consistently across all three panels (Status, Config, Usage).

Actual Behavior

Keyboard navigation works in Status and Usage panels but not in the Config panel.
