[Feature Request] Add operation mode control: implement eager/proactive vs cautious modes to reduce unsolicited actions and improve permission handling

Bug Description
Claude code has a tendency of doing things i did not ask for and for things I explicitly ask for, it would repeatedly ask for permission.
I don't understand it. When it does the actions I did not ask for it introduces bugs and make the entire process difficult to manage. I need claude
to not be eager to write new code. Maybe have modes such as eager/proactive vs cautious, etc. Also, it is lazy. It has a tendency of making tasks
seem like their too much even though I have the max plan.
