Status line summary randomly outputs in Chinese instead of English

Description

The status line summary occasionally outputs in Chinese instead of English, even when the entire conversation is in English.

Example

Status line showed:

  plans/ui-consistency-and-improvement.md,未更新进度与nextsteps.md。检查最近提交，波3关闭了吗？波4如何规划？待同步代码并提交更改。

Translation of the Chinese text:

"Progress not updated and nextsteps.md. Check recent commits, is wave 3 closed? How to plan wave 4? Need to sync code and commit changes."

Expected Behavior

Status line summary should be in English (or the user's configured language), matching the conversation language.

Context

• Conversation was entirely in English
• No Chinese text was used in any user messages or file contents
• The summary content is accurate - just in the wrong language
