[BUG] Privacy policy choice doesn't save

What's Wrong?

Every single time i open claude code i am getting this prompt that defaults to trying to get me to consent to 5 years of data retention.

This behavior feels like it's trying to fish for me to consent to 5 years of data retention against my wishes.

What Should Happen?

When i submit "2. Accept terms - help improve claude: off" it should not then ask the same question again the next time i open claude code.

1) open claude code from WSL
(not actually every time i open claude code, but it has asked me like 6 times in 3-4 days)
