GitHub PR Link Fetch Fails for Private Repositories Without gh Authentication

Bug Description
Whenever I mention a PR link from github, it starts to use the Fetch tool to fetch the contents of that PR. but fails in case the repo is private. Ideally is should also check if "gh" tool is installed on the host system to fetch the private repos. I have to mention that to it again and again.
