[BUG] "Help improve Claude" popup reappears after declining (regression in 2.1.3)

What's Wrong?

The "Updates to Consumer Terms and Policies" popup reappears inconsistently after I've already selected option 2 ("Accept terms • Help improve Claude: OFF"). My preference isn't being persisted.

This started with Claude Code 2.1.3 - prior versions correctly remembered my choice.

What Should Happen?

Once I've made a choice, the popup should not reappear unless there's a genuinely new terms update. My preference should persist across sessions.

  1. Launch Claude Code CLI (version 2.1.3)
  2. When the popup appears, select option 2 ("Accept terms • Help improve Claude: OFF")
  3. Continue using Claude Code normally
  4. At some point (timing inconsistent), the popup reappears
  5. Note that you must re-select your preference

  • macOS 26.2 (Build 25C56)
  • Claude Code 2.1.3
  • Zsh shell

Confirmed by multiple users: This behavior has been reproduced by multiple users today (Jan 10, 2026). One user had already accepted option 1 (ON) this morning without realizing the implications, then had to go into /privacy-settings to turn it off. The combination of reappearing popup + pre-selected ON option is catching real users.
