[Bug] Project-scoped plugins incorrectly show as installed in other projects and wont let me see plugin details
Bug Description
When I installed a plugin at one project using project-scope, If I open claude code at another project, the /plugin going to marketplace, the markeplace plugins that are instaled at the other project shows as instal.ed, but there is nothing on the installed list. If I click to see the plugin details, it does not go to the plugins details and instead go to the discover tab.
