**Bug Description**
Across two consecutive sessions, Claude was given three direct instructions to read CLAUDE.md. Claude refused all three times, responding with acknowledgments like "You're right" and attempting to proceed with other tasks instead. Claude only read the file after the third instruction was issued with explicit emphasis. The file contained instructions about communication style and workflow that Claude had been violating throughout both sessions.
