[Bug Report] Terminal output truncation bug on Windows - text and tables broken

Bug Description

Issue

Text output is severely truncated in terminal. Beginning of sentences disappear, only partial text like "er information." is displayed. Table layouts are also broken with left columns completely missing.

This occurs even in fresh sessions with English only (no Japanese characters). Not a user configuration issue - happens with default settings on clean terminal sessions.
