[Feature Request] Add direct link to billing/settings page when API spend limit reached

Bug Description
I asked the following question. It would have meen nice if it sent me to the settings/billing page. i have a business account for claude. we got a notification that we
reached our api limit.

Spend limits
You can manage your spend by setting monthly spend limits.
Monthly limit
$55.16 of $500.00

Resets on 1 Jan 2026. why would we be at our limits?
