[BUG] Discussions page link broken

What's Wrong?

When creating a "New issue" here on GitHub, a selector appears.

In this selector, the discussions link leads to a GitHub 404 page:

What Should Happen?

I am taken to a page for general discussions.

None that are worth pasting, trivial to reproduce.

Steps to Reproduce

1. Navigate to https://github.com/anthropics/claude-code/issues
2. Click on the green New issue button at the top of the page
3. Click on Discussions
