[Feature Request] Reduce response pacing to keep clarification questions near input prompt

Bug Description
The pacing in Claude Code's response overwhelms the human user's short-term memory. First, CC summarizes and asks (good!) but then continues summarizing and asking, which means that the screen distance between the first clarification question, and the text field, is 50–100 lines.

This is a constraint caused by a mix of Claude Code's terminal interface design, and the output of the model. The model isn't doing anything wrong, per se, but the terminal isn't shaped to support the interaction between the model and the human.

There are three ways to fix this:

  1. Create a "I have more to tell you after you have answered this" mode in the interface. Use one of the status fields beneath or above the input field
  1. Strengthen the interface design of the CLI to better support parallel (not concurrent, humans do that badly) activities.
  1. Prompt the model to hold off on its questions/summaries until the human has given input to the first question.

Summarized: this is a problem because the Claude Code CLI is not yet a mature tool that optimizes for human attention. HCI expertise would be great to use here.
