[BUG] Using a personal account with `--setting-source local` still uses "Enterprise managed policies"

What's Wrong?

When I run claude --setting-source local followed by /status, I get the following.

 Setting sources: Local, Enterprise managed policies, Command line arguments

What Should Happen?

I want to be able to use only my own account/settings in a given directory/project, but need to tell claude to ignore the enterprise managed policies.

Steps to Reproduce

I don't totally know how one would reproduce this on their own machine, because it requires a managed-settings.json somewhere I think?

Is this a regression?
