[BUG] Claude in Chrome — "blocked by your organization's policy" on all sites, persists after full removal/reinstall (macOS, personal Pro account, no managed policies)

What's Wrong?

The Claude in Chrome extension (Claude in Chrome extension: v1.0.77
)blocks navigation to every site with "Can't access this page — This site is blocked by your organization's policy."

A brand-new tab (no URL) loads fine. The moment I enter any URL (e.g. google.com) and navigate, I get the block page. This happens across all of my Chrome profiles.

This is a personal Mac with:

No MDM / device management profile (System Settings → Device Management: "No profiles installed", no work/school account)
macOS Screen Time → Content & Privacy: turned off
chrome://policy — no policies set
chrome://management — not managed
Claude account: personal Pro plan, single account, no organization/workspace

Unlike the existing reports (#59974, #51599, #41034, #57516), in my case the block persists even with the extension completely removed: I removed the extension, fully quit Chrome (Cmd+Q), reopened, reinstalled, and restarted again — the block still occurs.

What Should Happen?

Navigating to any URL should load the page normally, without a block page.

Steps to Reproduce

1. Open a new tab (loads fine).
2. Type any URL, e.g. google.com, and press Enter.

5. Persists after removing the extension, quitting Chrome, reinstalling, and restarting.
