[BUG] shift+tab to cycle permission mode does not work in tmux

What's Wrong?

- I use ghostty as my terminal app, but wezterm has the same problem.
- I use
tmux-256coloras my terminfo in tmux - but outside tmux terminfo is
xterm-ghosttydoes not have the problem
What Should Happen?
I hope shift+tab can cycle permission mode, or I can change permission mode cycle shortcut

tmux -f /dev/nullto start a default config tmux sessionclaudeto start cluade codeshift tabdid not change permission mode, otherwise send '[27;2;9~' in input box
