[Model behavior] Proposed a code change based on inferred similarity between two documentation pages, then withdrew it when challenged

What happened
In a PR review the model recommended changing which validation rules a resource provisioner uses. The only basis was that two documentation pages used the same wording. No normative source covered the behaviour, and nothing had been measured. When the user challenged it, the model dropped the recommendation.

Expected
Recommend code changes only on a normative source (API model, normative table, captured provider behaviour), and label inferences as inferences.

Impact
Risk of introducing a divergence while claiming to fix one; noise in the review.
