[BUG] disableAgentView blocks both commands that `claude --resume` suggests for a session still running in the background

What's Wrong?

With "disableAgentView": true, claude --resume won't open a session that's still running in the background. It tells me to run claude attach <id> or claude stop <id> first, but the same setting disables both commands, so the session can't be resumed. The only path --resume leaves open is --fork-session, which creates a copy and leaves the original running in the background.

What Should Happen?

With agent view disabled, claude stop should still work, since --resume asks for it. Alternatively, --resume could offer to stop the background copy itself.

Error Messages/Logs

"<session title>" is running in the background (2ca23ba6).

Run claude attach 2ca23ba6 to open it, or claude stop 2ca23ba6 first to resume it here.

To branch off a copy instead, run:
 claude --resume 2ca23ba6-3d18-483f-8095-8905790fc8bf --fork-session

Steps to Reproduce

1. With agent view on (the default), start a session and type /exit. The conversation moves to the background and the agent view opens.
2. Quit the agent view with Ctrl+C twice.
3. Add "disableAgentView": true to ~/.claude/settings.json.
4. Run claude --resume <session id>. It reports that the session is running in the background and suggests claude attach or claude stop.
5. Run either suggested command. Each refuses with "is disabled by the 'disableAgentView' setting".

Workaround: set disableAgentView to false, run claude stop <id>, set it back to true, then run claude --resume <id>.

Windows 11 Pro, Git Bash (mintty). I turned agent view off because it gave me no way to quit without Ctrl+C; I'm filing that separately as a feature request.
