[BUG] Shift+drag file from Explorer into Claude Code chat does nothing on Windows (regression)

What’s Wrong?

On Windows, dragging a file from the VS Code Explorer while holding Shift into the Claude Code chat panel does nothing. The VS Code drag visual appears (confirming the extension receives the drag event), but on drop, no file path is inserted into the prompt and no feedback is given.

This is a regression. The feature worked previously and was fixed in v2.0.5 per #8363, but has broken again in recent versions.

What Should Happen?

Dropping a file into the Claude Code chat panel while holding Shift should insert the file path as an @-reference into the prompt, e.g.:

@"path/to/file.pdf"

Steps to Reproduce

Open VS Code with the Claude Code extension (sidebar or tab view)
Open the Explorer panel
Drag any file from Explorer into the Claude Code chat input while holding Shift
Observe: drop is silently ignored — no path inserted, no error, no feedback

What I Already Tested

Drag only, Shift+drag, Ctrl+drag, Alt+drag — none work
Reloaded VS Code window (Developer: Reload Window)
Confirmed VS Code drag-and-drop itself works (dragging to a Markdown file creates links correctly)
@ file picker works correctly — only drag-and-drop is broken
