Cowork tasks created from claude.ai web (Windows, no desktop app) are all missing claude-in-chrome and remote-devices tools

What's Wrong?

Setup: Cowork run entirely in Chrome browser tabs on claude.ai on Windows. No Claude Desktop app installed or used. Claude in Chrome extension installed; it normally works in Cowork with nothing to enable.

What happened: On Oct 9, 2026, every Cowork task I created from claude.ai was provisioned without the claude-in-chrome and remote-devices tools. The sessions have every other connector, but they report they can't reach a browser, the internet through Chrome, or my computer. Neither session could attach the missing tools from inside the session. My laptop was on and in use the whole time, with the same Chrome window open.

This isn't one bad task. It has persisted all day:

• First broken tasks created shortly before 9:00 AM CT (one was titled roughly "Snowflake Access Verification")
• Several more tried between then and the afternoon, all the same
• Another created around 3:30 PM CT: https://claude.ai/cowork/cse_01Cm2X6aAwuf9k3aERMQPcmN (same issue)

The Claude in Chrome side panel itself still works (I'm filing this through it), so the extension is installed and signed in. The break is in Cowork cloud sessions picking it up.

Plan: Team (business), $100/month seat.

What Should Happen?

New tasks get the same claude-in-chrome and remote-devices tools as existing tasks in the same project.

Steps to Reproduce

1. On Windows, open claude.ai in Chrome with the Claude in Chrome extension installed (no Claude Desktop app).
2. Start a new Cowork task in a project.
3. Ask it to use the browser or check its tools: claude-in-chrome and remote-devices are missing; all other connectors are present.
4. Repeat with more new tasks over the day: same result every time.

Possibly related: #83822 (looks like the same thing), #78671 (cloud sessions provisioned without remote-devices; binding appears to happen only at session creation). Most existing reports I found are desktop-app based; this one is browser-only.
One data point: a Claude in Chrome side-panel session opened on top of a broken Cowork tab has the Chrome tools but still no remote-devices tools (session_01VipPxSvSg9ksMkVXf6mXH2).
