[BUG] # Cowork (Windows): local scheduled task runs no longer get the local artifact tools (list_artifacts / update_artifact / verify_artifact) since 2026-09-30

Summary

Local scheduled tasks in Cowork on Windows stopped receiving the local artifact tools starting with the run on 2026-09-30. Every run since then starts without list_artifacts, update_artifact and verify_artifact, so the task can refresh its data but cannot publish the local (Cowork) artifact it maintains. The same task file published successfully every day through 2026-09-29. Restarting the app and rebooting the machine did not bring the tools back.

1. Create a local Cowork artifact from a chat or task (create_artifact).
2. Create a local scheduled task whose prompt loads list_artifacts, update_artifact and verify_artifact via ToolSearch and updates that artifact.
3. Let it run (or press Run now).
