[Bug] Footer agent list keeps completed background subagent with frozen timer

Bug Description
Footer agent list keeps a completed background subagent as a row, with a frozen timer (19m59s) and its last progress label (“Committing build.gradle plugin removal”). /tasks and the “← 1 agent” counter correctly show 1 running. The agent finished at 07:29Z, and the session fast-compacted at 08:30Z. Expected: a finished agent leaves the list, or is marked done.
