[False Positive] Supported Countries Policy suspension on a US-based paid account

What's Wrong?
My paid Claude account was suspended on Sep 30, 2026 for an alleged Supported Countries Policy violation.
This appears to be a false positive. I created the account while living in Maryland and recently moved to Oregon. I normally connect through Xfinity home internet or AT&T 5G, and pay for Claude with a Chase bank card.
The original suspension notice specifically cited the Supported Countries Policy.
I submitted the official appeal. The appeal was then denied under a generic “Usage Policy violation,” without identifying any specific conduct or policy section. The account page now shows “final decision,” and there is no option to submit another appeal.
This leaves the original country/location-based enforcement unexplained. The account history does not match a Supported Countries Policy violation, and the enforcement decision should be reviewed against the actual account history.
There is now also no usable way to ask for another review. On Oct 3, the Anthropic Privacy Team specifically told me to contact usersafety@anthropic.com I did that and included their response. Safeguards immediately sent me back to the appeals form. I replied that the appeal was already closed and could not be submitted again, and received another automated response directing me to the same appeals form.
The current path is therefore:
Privacy Team - Safeguards/usersafety - appeal form - final decision/no new appeal - back to Safeguards/usersafety.
What Should Happen?
The original Supported Countries Policy suspension should be reviewed against the actual account and location history.
When an appeal is already marked as final and the appeal form no longer accepts another submission, a referral from another Anthropic team to Safeguards should reach a human reviewer rather than send the user back to the same closed appeal form.
The inaccurate account/location classification should be corrected and the original account, including access to its conversation data, should be restored.
Error Messages/Logs
The account page currently says:
“Your account will remain closed
We reviewed your account and the additional context you shared, and decided not to restore access. This is our final decision.”
There is no option on that page to submit another appeal.
After the Privacy Team specifically directed me to usersafety@anthropic.com, the Safeguards email response again said:
“If you are writing in about a banned account, you can find the link to our appeals form here.”
I replied explaining that the appeal was already closed and received another automated response directing me to the same appeals form.
Steps to Reproduce
- Sep 30, around 3:45 AM: My paid Claude account was suspended for an alleged Supported Countries Policy violation.
- I submitted the official appeal through the provided appeal process.
- The appeal was denied under a generic “Usage Policy violation,” without identifying a specific action or policy section.
- The account page changed to “final decision.” The appeal form no longer provides any option to submit another appeal.
- I contacted Anthropic Support, Privacy, and the DPO about the false-positive enforcement and the location-related suspension.
- On Oct 3, the Privacy Team replied and specifically instructed me to contact [usersafety@anthropic.com](mailto:usersafety@anthropic.com).
- I contacted [usersafety@anthropic.com](mailto:usersafety@anthropic.com) and included the Privacy Team’s response.
- Safeguards immediately directed me back to the appeals form.
- I replied that the appeal was already closed and that the form does not allow another submission.
- Safeguards sent another automated response directing me to the same appeals form again.
At this point there is no working path for a human review: the appeal channel is closed, while the team I am told to contact keeps redirecting me to that closed channel.

Additional Information
The self-service data export from the restricted account produced a ZIP of only about 244 bytes containing basic account information and no conversation history.
I have contacted Support, Privacy, Anthropic’s DPO, and Safeguards. The Privacy Team has separately contacted the relevant team about the missing export.
The broader issue is that the current appeal process can become a dead end. Once an appeal is marked as final, there is no way to submit additional context or request another review, while usersafety@anthropic.com simply redirects banned-account inquiries back to that same closed appeal process.
In practice, this leaves no functional path to challenge an apparent false positive, provide additional evidence, or get a substantive response from a human reviewer. The Safeguards contact channel becomes ineffective precisely when the normal appeal route has already been exhausted.
This case needs a human review, but the larger problem is that there should be a real escalation path for false-positive enforcement instead of an automated loop that both prevents further appeal and provides no meaningful explanation of the underlying policy decision.
