[FEATURE] Warn users prior to account suspension

Problem Statement

Accounts are getting suspended without prior warning and the content of the notification is extremely vague ("suspicious signals [indicate] a violation of our Usage Policy"). Very often, users violate the usage policy out of ignorance. The document is vague and its meaning shifts over time without any notice to end-users. An activity that is allowed one month is disallowed the next, but the document remains unchanged.

Proposed Solution

  • Provide users with a minimum of 2 warnings prior to account suspension.
  • Specify which aspect of the terms of use or usage policy the user is suspected of violating.
  • Provide a reasonable way to appeal suspension.
  • Provide an estimated time for a reply to appeals.
  • Automatically restore suspended account after a month. Suspending a user for life is an extremely harsh punishment, and for software developers could be career-ending.
