Bug Description
A startup tip suggests running:
/plugin enable cc-plugin-you-should-know@builtin
("Want a side agent watching your back while Claude works...")
Following it fails:
- /plugin enable cc-plugin-you-should-know@builtin → "Plugin is not installed in this project"
- /plugin install cc-plugin-you-should-know@builtin → "Marketplace "builtin" not found"
- /plugin install cc-plugin-you-should-know → "not found in any marketplace"
- /reload-plugins didn't change anything
Expected: the plugin from the tip installs/enables, or the tip isn't shown if it's unavailable in my version.

Thanks for flagging! Sorry to hear that. Curious if your telemetry is enabled, if you're on Bedrock/Vertex/Foundry? Looking into this
Also, have you tried restarting Claude?
Found it. Open
/plugins→ Installed → scroll down to Show disabled, if it’s listed there you can enable it.Found it. Not Bedrock/Vertex/Foundry, telemetry not disabled. Windows, 2.1.288, Max plan. I have ANTHROPIC_BASE_URL set to a local proxy (127.0.0.1) plus _CLAUDE_CODE_ASSUME_FIRST_PARTY_BASE_URL=1. With those set, debug log shows "Plugin cc-plugin-you-should-know@builtin not found in any marketplace, skipping" and the hooks module never loads. Remove both and the same run logs "hooks module cc-plugin-you-should-know@builtin loaded" and "admitted". Other builtins (agents-md, telemetry) load fine either way.
