[Desktop] Add 'Open PR on GitHub' to the PR bar's branch menu

Where: Claude desktop app, Code tab, the PR bar shown when a session has a pull request bound.
Today: right-clicking the branch name in the PR bar shows:
- Copy branch name
- Open branch on GitHub
- Open in terminal
Request: add Open PR on GitHub to that menu, next to "Open branch on GitHub".
Why: the PR page is usually where you want to go: CI, review comments, the description. Today that means going through the branch page, or asking Claude to run gh pr view --web.
